Proceed as proposed. The situation is remarkably
good considering war conditions and the successive
waves of disturbance in the neighbouring pro-
vinces of China. All our Eastern Colonies have
Prospered during the war, with the exception of Sey-
chelles, but we must not reckon unduly on a con-
tinuance of prosperity.:

I have the honour to submit for the significa- tion of His Majesty's pleasure Ordinance No.14 of 1916 intituled An Ordinance to apply a sum not exceeding Eight million six hundred and five thousand one hundred and five Dollars to the Public Service of the year 1917, with the
Attorney General's report thereon.

I enclose eight copies of the Estimates for 1917, an abstract showing the differences between the Estimates of Expenditure for 1916 and 1917, and certain financial statements in connection with the Estimates for 1917, including a Statement of Assets and Liabilities on the
31st December, 1915.

On the 17th October when the Supply Bill was read a first time I explained the Estimates to the Legislativ Council in an address of which I enclose copies, and on the 31st October on the second reading of the Bill a short debate took place of which I enclose copies. The Bill was subsequently considered by the Finance Committee of the Council and was then read a third time and passed. In my address I have explained the financial position of the Colony and the various increases under "Other Charges" and "Special Expenditure" so fully that I only propose in this despatch to indicate the additions to the establishment
